The Department of Motor Vehicles (also known as the DMV for short), is a facility, where people go to get their drivers license, earned/renewed/etc. It was featured in the episode Super Nanny, where Spanky took Ling-Ling to get his driver's license, but because Ling-Ling was Asain, he failed the test, miserably. This was until they had Dr. Wooldoor tape his eyes open like an American's, which then caused him to drive better.
